The Expert Committee in the city of Leipzig is an independent authority whose administrative office is located in the Leipzig Office for Survey and Geoinformation (Amt für Geoinformation und Bodenordnung der Stadt Leipzig).
Undeveloped land
The submarket for undeveloped land is stable. The transaction figures and sales revenues were roughly similar to the level in the previous year. Just like in the previous year a substantial price increase was seen, at times, for building plots for individual housing construction in 2014. However, the prices for multi-storey building plots differ very considerably according to the particular ground value. In some preferred locations large prices increases are also noticeable.
Developed land
In the case of developed land, the transaction figures and sales increased by 5% and 11% respectively compared with the previous year. In the market segment of multi-family houses, more units on the submarket of renovated buildings were recorded than on the submarket of non-renovated buildings. The renovation activities were concentrated in the "Ost" (East) and "Altwest" (Old West) districts of Leipzig. The purchase prices for non-renovated multi-family houses increased by almost 11% and by around 7% for renovated multi-family houses.
Freehold apartments
In 2014 the submarket for freehold apartments also again accounted for around 64% of total purchases in Leipzig. So-called first sales of renovated freehold apartments were still the most frequently represented: the average purchase price also rose again markedly in 2014 by around 10% to 2,745 Euros per square metre of living space. In the case of resold renovated freehold apartments. prices range from 154 Euros to 3,063 Euros per square metre of living space. The average was 6% above the previous year's figure of 1,117 Euros per square metre of living space.
in 2014 freehold apartments in newly constructed residential complexes (including the proportion of underground garages and parking spaces) had an average purchase price of 2,985 Euros per square metre of living space (1,942 Euros to 4,509 Euros per square metre of living space), i.e. at the same level as 2013. Whereas around 97% of purchasers buying properties for the first time (old buildings, renovated) do not come from Leipzig, the corresponding resale figure is only 64%.
Commercial property submarket
The purchase figures for commercial building plots rose slightly in 2014 with a largely constant price level. An increase was also recorded in purchases and sales revenues of developed commercial properties.
